Invitation to Bid - New Wilcox County Schools Livestock Facility

The Wilcox County Board of Education will receive bids for furnishing all labor, materials, equipment, and services required to construct: WILCOX COUNTY SCHOOLS, NEW LIVESTOCK FACILITY, ROCHELLE, GEORGIA – 2234. 

The scope of work consists of, but not limited to, grading, storm drainage, utilities for a new livestock competition facility, including a show area, holding area, concessions, meeting room and restroom facilities; asphalt parking, drives and concrete walks around the site. 

Bids will be received at 3:00 PM, Local Current Standard Time, on June 13, 2023, at the Wilcox County Board of Education, Administration Building, 395 College Street West, Abbeville, Georgia. 

At that time, all bids received will be publicly opened and read aloud. Proposals submitted by mail should be addressed to the Wilcox County Board of Education, Administration Building, 395 College Street West, Abbeville, Georgia 31001, and plainly marked as indicated in the Instructions to Bidders. Bids received late will not be accepted, and Owner will not be responsible for late or incorrectly delivered mail or parcel deliveries. Only those bids delivered to the specified bid opening location at or prior to the specified bid opening time will be read or considered.

Documents may be obtained from the Architect electronically in a .pdf format, for which a deposit will not be required, by emailing contact above. No partial sets will be issued. Prime Contractors, subcontractors, and material suppliers who obtain documents in this manner are responsible for providing their full company name, mailing address, email address, phone number, and fax number to the Architect. Prime Contractors, subcontractors, and material suppliers who obtain documents in this manner are also fully responsible for verifying that they have received a complete set of the Contract Forms, Drawings and Specifications. 

Two copies of the documents may also be obtained by Prime Contractors by depositing $300.00 for each set of documents so obtained with the Architect. Prime Contractors who return the documents complete and in good condition within ten days after the bid opening will be refunded their full deposit. If documents are not returned, the entire deposit will be forfeited. Prime Contractors may obtain additional sets, and Subcontractors and Material Suppliers may obtain copies of the documents by depositing $300.00 with the Architect for each set of documents so obtained. This is not refundable. No partial sets will be issued. Shipping charges are in addition to deposit. Checks or money orders shall be made payable to the Wilcox County School System.

A Bid Bond executed by an acceptable surety in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory Performance Bond and Payment Bond each in the amount of 100% of the Contract Amount. All Sureties must be authorized to transact business in the State of Georgia. Cashier’s checks and Certified checks are not acceptable. 

Bids must be submitted on the proper Bid Forms (include all required attachments). Bids received after the designated times and/or without the required attachments will not be considered. No oral, telephonic, telegraphic, facsimile, or written modification to the bid will be considered after bid time. No bid may be withdrawn for a period of 60 days after time and date of opening. The Owner reserves the right to reject any or all bids and to waive technicalities and informalities. All expenses for preparing and submitting bids are the sole cost of the party submitting the bid. The Wilcox County Board of Education is not obligated to any party to reimburse such expenses. 

Before the opening of bids, bidders or their representatives shall attend a NON-MANDATORY Prebid Conference with representatives of the Owner and Architect. The conference will serve to allow bidders to address questions to the Owner and Architect. 

The NON-MANDATORY Prebid Conference will be held May 31, 2023, at 10:00 AM Local Current Standard Time at the Wilcox County PK-12 school, located at 1358 Hwy. 215 South, Rochelle, Georgia.
